Ministry of Higher Education

Malaysian Accounting Students Convention (MASC) 2010 is now officially supported by Ministry of Higher Education (MOHE). 


It is our pleasure and we are glad to have support from the Ministry of Higher Education.

About MOHE

The Ministry of Higher Education was established on 27 March 2004.  On 15 July 2004, the Ministry of Higher Education began operating at Block E3, Parcel E, Pusat Pentadbiran Kerajaan Persekutuan Putrajaya.  The Malaysian Ministry of Higher Education is comprised of three departments and an agency. The departments under the Ministry of Higher Education are the Higher Education Department (JPT) and the Polytechnic Management Department (JPP) and Community College Management Department (JPKK).  The JPT is also comprised of two management sectors, that is, IPTA Management Sector and the IPTS Management Sector.  The agencies under the Ministry of Higher Education are MQA, PTPTN , Yayasan TAR and Public Institutions of Higher Education (IPTA).

Mission
To develop and put in place a higher education environment that encourages the growth of premier knowledge centers and individuals who are competent, innovative with high morale values to meet national and international needs.

Objective
  • To ensure at least three Malaysian universities are listed among the best 100 universities in the world and that one of the said universities is listed among the world's top 50 universities.
  • To develop at least 20 Centers of Excellence that are internationally recognized in terms of research output, copyrights, publications, research collaborations and to commercialise 10% of research outputs.
  • To ensure at least 75% of lecturers in Public Institutions of Higher Education possess PhD or its equivalent and 30% of lecturers in polytechnics and community colleges possess a Master Degree, PhD or its equivalent
  • To produce competent graduates to fulfill national and international manpower needs with 75% of the graduates employed in their relevant fields within six months upon graduation.
  • To encourage the internationalisation of the country's higher education by attracting foreign students, making up to 10% of the total student population at diploma, bachelor and postgraduate levels.
  • To increase the cohort of individuals (17 – 23 years of age) who have access to higher education to 50% and widen opportunities for lifelong learning of all forms of conventional and non-conventional higher education.
  • To ensure that there is continual increment in funding of public universities with a ratio of 30% borne by comprehensive/focused universities, 40% for research universities and the balance by the Government.
  • To offer adequate and quality higher education infrastructure, at par with the best practices adopted internationally.
  • To offer financing facilities to student with potential and qualified to gain access to higher education.
  • To enhance strategic alliances with local and foreign higher education institution, and renowned local and foreign research institution in the field of research, development and commercialization.

MASC Promo Clip Contest

Malaysian Accounting Students Convention very first pre-event :

MASC Promo Clip Contest

                                                has come to you !!! 

MASC Promoting Video Making Contest is organised by University of Malaya Accounting Club, the Ad-hod Committee of Malaysian Accounting Students Convention.
It opens to all Malaysian residents and will run from 10/09/2010 at "00:00:01" to 20/10/2010 at "00:00:00".

The theme of MASC Promo Clip Contest is Competent, Ethical and Socially Responsible.
To participate in this contest, capture and create the video of yourself with the criteria as
listed below. Videos that does not fulfill required criterias shall be disqualified.

Your video MUST include :

i.   MASC official logo.
ii.  MASC official website (http://www.umac.um.edu.my)
iii. MASC 2010 registration date (10/10/10 – 1/11/10)
iv. Contact Method of the organizer (through Facebook, Blogspot, or contact Mr. Koh Ming Cher and Ms. Tee Khai Shin)

• Participant must submit their entries together with their personal information(as listed below) with their videos through email to masc10@live.com
• The personal information that must be included with the entries are:

i.   Name of Participant
ii.  IC No
iii. Contact Number(home) and (mobile)
iv. email address
v.  Facebook account name and email
vi. Mailing address

Language that included or presented in the video must be in English only. Other languages are not encouraged.

• Each entry received during the Contest Period will be serialized according to the time of receipt (yy/mm/dd/hh/mm/ss/). In the event of duplicate entries from the same participant, the submitted entry which is most recent will be treated as a valid entry. In the event of duplicate submissions from different participants, the first submitted entry will be treated as a valid entry based on the time of receipt. 

• Entries sent to the masc10@live.com will be uploaded online and are able to be viewed.  The judging system of this content is distributed in two stage. All the participant whoever submited their entries and qualified as the participant will automatically become the participant of the stage one , and judge by the rules as below.

Stage one: The panel of judges will select ten [10] finalists ["the Finalists"] from the qualified submissions. The judging criteria shall be based on content, creatvity,execution and
effect of the video to the Contest. The criteria for judging the winners are as follows;

• Content ( 30 % ): Is the "message" engaging and appropriate to the theme of the contest?
• Creativity ( 20 % ): Is the idea shared innovative and creative?
• Execution ( 20%): Is the use of technology effective and used appropriately to get the "message" across to the audience?
• Effect ( 30% ): Was the overall effect achieved in communicating to the audience?

The ten finalists will be announced through the press media or email or other reasonable steps.

Stage two: The top ten finalists will be judged by the criteria listed below, using the same video that they had submitted in stage one.

• Videos of the top ten finalists will be uploaded in the Malaysian Accounting Student Convention (MASC) facebook fan page.
• The top ten videos need to collect as many “like” as the participant can.
• Participant can use the anyways to collect the “like” in the Facebook but it must not breach any Malaysia laws and the terms of Facebook
• Video uploaded by the organizer in MASC fan page with the most “like” will be the winner.
• Public responses or comments are not considered in the judging.
• The Judges' decisions are final and no correspondence thereon will be entertained.

Technical Requirements
• All video submitted must comply with the following specifications:

• Minimum video length : 15 seconds
• Maximum video length : 2 minutes
• Format Allowed : MP4, MPEG, MOV, MPG, MPEG, AVI or WMV, FLVformat
• The participant MUST included of inserted or presented the content listed below:
• MASC official logo.
• MASC official website (http://www.umac.um.edu.my)
• MASC 2010 registration date (10/10/10 – 1/11/10)
• Contact method of the organizer (through Facebook, Blogspot, or contact Mr. Koh Ming Cher and Ms. Tee Khai Shin)

Submissions that do not adhere to these requirements will be automatically disqualified. An email notification of disqualified entries will be sent out to the participants.


Winners and Prizes 

• The prizes for this contest consists of two [2] categories.
• The First prize winner will win CASH prize + CERTIFICATE issues by the
University of Malaya and a MYSTERIOUS PRIZE with total worth exceed RM400.
• All prize packages, details and specification are subject to changes at the sole and absolute discretion of the Organiser.

 Prize Redemption
• Each participant can win only one [1] prize throughout the Contest. By the end of the Contest Period, there will be ten [10] prize winners.
• The Organiser shall reserve the right at its absolute discretion to substitute any of the prizes with that of similar value, at any time without prior notice. The values of the prizes are correct at the time of printing. All prizes are given on an "as is" basis and all hampers are not exchangeable for cash, credit, other items or voucher, in part or in full.
• Winners will be notified via emails or called on their phone number. The Organiser will not be held liable in the event the winner(s) cannot be contacted for whatever reasons after at least three [3] attempts by the Organiser or its agents to contact the winners.
• All winners must abide by the terms and conditions of the party[ies] arranging and/or providing for the prizes and the terms and conditions attached to the prizes, if any.
